you should try n.y.c. liquid makeup its oil free(good for breakout-prone skin), and its inexpensive(its only 3 or 4$!!), and you can buy it at any drugstore
try neutregena (or however you spell it) or rimmell.
cg and loreal have a good shade range, but they test on animals.

trublend powder. its less heavy then a liquid foundation but it gives you full coverage. it also doesnt clog your pores as much as a liquid, so you wont get acne. its the one penelope cruz advertises.
bare minerals
Physician's Formula mineral powder foundation- it is about $10 and worth a million. I am fair skinned as well with blotchy red skin and it covers flawlessly.
