Is white petrolatum usp flammable on patients lips when using liquid oxygen ?

It is flammable, but you would have to put quite a bit on their lips, then apply a source of ignition, then add the oxygen. Just about everything, except water and CO2, will burn in the presence of 100% oxygen. That blanket covering the patient is a heck of a fire hazard in the presence of pure O2 and will burn explosively in an oxygen rich environment. The critical factor is having an ignition source.

Recognize that there are many things around the patient that will burn very nicely in an O2 rich environment. Use common sense and just keep a source of ignition away from the patient and the risk should be minimal.
